In order to achieve results on prevention improvement,risks management in the transport of the dangerous substances must be treated dividedly and procedurally.Professional approach to these activities conditions knowledge and respecting of the large spectrum of regulations.Lawyers would say that there are valid and invalid regulations. Performing of the dangerous goods transportaccording to the old regulations is, actually, with the appliance of the valid, obsolete, regulations. So-called newregulations are certain, which are already applied in the practice in advance, owing to application of the high safetycriteria (of traffic and general safety). Safe railway transport of dangerous substances is currently balance of the,conditionally speaking, old and new regulations and with great guiding of the Rulebook for the international railwaytransport of dangerous substances („RID“). By speeding up of the harmonization process and by reaching of theharmonized regulation (national and international), a small step with big flywheel is made (“Perpetuum mobile”) inthe transport of dangerous substances.Key words: dangerous substances, transport safety, harmonization of regulation, Rulebook „RID“, advisor for safetyINTRODUCTIONIf we treat the dangerous goods transport as special and specific transport assignment, in that case preparation phaseof realization of this work must have more studious preparation in the comprehensive regulation, both for domesticand for international traffic. Professional access to those activities conditions knowing and abiding by of wide rangeof the rules. Can proportion between the project assignment, which runs as follows „safe transport“, and the strongapplying of the valid rules be set up? Logical question from the mentioned dilemma concerning the proportioncharacter follows, i.e., will the mentioned proportion be opposite or equal?DISCREPANCY, DIVERSITY, OBSOLESCENCE OF RULESAfter the analyses of the basic and most important rules which regulate the mentioned rail transport, we will notice:discrepancy, diversity, obsolescence or outdatedness.
