TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 35Availability of all the documents that provide the information for rescue teams for efficient and safe management ofthe said substances is also an important point for efficient dealing with the situation. It is therefore important thatrescuers have at their disposal: catalogues providing the instructions on the best way for neutralization of individualdangerous substances; fire schemes (zones of possible danger); evaluations of possible risk and consequences;evacuation plans and studies for neutralization in cases of accidents with major consequences to people andenvironment. This very part of the system is the most sensitive part of integral systems for coordination in case ofaccident. The Sledat is in that sense very modern - it has a developed system for documentaristics, where the dataon the documents and information important for prompt and efficient dealing with accidents are stored.Based on the experience of on the operational level, big picture was projected holistically, where a lack offunctionality was noticed in the field of interdepartmental data, message and document exchange.As a result of this research, we came up with an idea of gradual introduction of universal organizational Sledatframework to link the existing systems in the Republic of Serbia and for the support of security surveillance, and theefficiency of conducting professional and transport procedures.Studying the existing system elements for the management of emergency situations in the territory of the Republicof Serbia (developed in the Ministry of Defence, The Ministry of Internal affairs, and the Ministry of Infrastructure(RIS)), it was concluded that the application of the developed organizational framework Sledat would makepossible their functional integration and efficient data exchange in case of emergency situations.Thus, we would significantly increase the efficiency of the implementation of standard operational and safetyprocedures by different participants (inside a department or inter departments) during a proactive response to anaccident, which contributes to the increased efficiency of the environment conservation and the reduction of thepotential occurrence of accidental situations when transporting hazardous substances.THE SIGNIFICANCE OF THE RESEARCHThe project proposes activities and facilities which will reduce the contamination from vessels to the lowing levelpossible in the local areas, thus decrease the possibility of jeopardizing the neighboring countries. The requirementsof the Convention on the cooperation for the protection and sustainable exploitation of the Danube about an urgentbuilding of the plants for the waste waters processing are being fulfilled, with the aim of protecting both surface andunderground waters. Conditions that meet the requirements of the Convention on the protection and usage of crossborderriver courses and international lakes:the prevention, control and reduction of cross-border contamination from stationary and non-stationarysources,sustainable waters management, the conservation of water resources as well as the environment in itsentirety.the creation of conditions for establishing mutual monitoring and system for evaluating the state of crossborderwaters.The project findings contribute to:the creation of conditions for safe treatment of solid, liquid and hazardous ship waste (acceptance,classifying, separation, recycling, processing, purification, storage and elimination of hazardous substances)and the building of specialized terminals with optimal equipment for these purposes on the waterwayCorridor VII and the rivers of Sava and Tisa;
