TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 234- CDAD reassessment;- CDAD verification;- CDAD validation;- CDAD changes.Quality representative considers every initiative for the new CDAD, and brings written opinion which consists, asneeded, some of the following elements:- Course description and properties;- Criteria for the assessment and success of CDAD;- Forecast based on competition achievements and trends in the field;- Necessary resources for successful CDAD;- Resources necessary for commercial execution of successfully designed and developed course;- Minimum and maximum number of participants in successfully designed and developed course;- Forecast on the return of invested resources in CDAD, and- Time table for economically viable and successfully designed and developed course.Based on this opinion, director reaches a decision in writing, considering the approval of initiative. As this initiativeis related to the course defined in STCW convention, entry demands are accepted without changes, they are statedas verified and without comments.After the decision, if the initiative is accepted, director affirms-defines:- Entry requests for CDAD of new course;- Project leader and persons responsible for CDAD;- Plan details for CDAD, its reassessment, adoption and update;- Obligations of other employees in the Training Center;- Communication (reporting) between named responsible persons for CDAD of new course and director;- Communication with state’s institutions, authorized ministry, apropos his Secretary for waterway trafficand certifying bodies, when needed, especially considering legalization, approval, authorization andverification upon successfully designed and developed course.Center prepares a CDAD plan that must reflect and show:- Principles of development activities;- CDAD stages;- Development of services for CDAD in and out of Training Center;- All resources for CDAD, as well as its later execution;- Center’s responsibility;- Time table and persons that will perform reassessments, verification and validation of CDAD stages;- Methods for verification and validation;- The need to calibrate measuring and controlling equipment used for the evaluation of some propertiesfor which course starters train, and- The need to prepare verification and validation program.Assessment applied in developed course should be planned as entry for CDAD reassessment.
TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 235Entry demands for CDAD:- Are defined and documented;- Include appropriate law and regulations, as well as demands from international conventions related tosailor training;- Include all results of contract assessment when CDAD is performed, and- Reassessed from the point of adequacy and choice.Entry levels for CDAD are the basis for the creation of course specifications, course program, execution methods,control, reassessment, verification and validation. In this case, reassessment, verification and validation are relatedonly to development of processes necessary to perform course, not for the design.Outputs from CDAD are manuals and appropriate literature (written as support for developed course or acquiredthrough IMO), which communicate the way to execute and control it. Outputs from CDAD do not contain coursespecification and theme plan (given in STCW convention).Course execution manual contains:- Course number (code) or description;- Description of every single activity;- The role of appropriate persons in executing every single activity;- Description of roles per level of engagement, and- Legend of persons and functions.All participant of the course are expected to adhere:- course properties;- course instructions;- literature;- criteria for control;- documentation stated in specifications and instructions, and- to forming logs in a defined way.Every CDAD stage of reassesses its results. This process is based on experience acquired in previous courses.After the preparations of new course, verification is applied through:- course execution according to defined specifications and instructions;- taking into consideration the reassessment results;- controlling the execution with defined procedure;- observing course execution and results from independent person;- course execution in the presence of authorized institutions or verification bodies, domestic or foreign(when needed, or adequate);- anonymous polling about course;Based on verification report, director reaches a decision considering:- is the course won;- changes in manuals that will be used after the successful CDAD;- course validation.
