TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 212Flammable liquids: Many fluids have a characteristic to burn on a certain temperature in contact with flames,sparks or other fire cause. Flammable liquids are divided into three groups [2]:Group 1 - point flammable liquid below 21 ° C,Group 2 - Flammable liquids point of 21 ° to 55 ° C,Group 3 - point of flammable liquids from 55 ° to 100 ° C.Transport flammable liquids shall be done in containers, which are made of material that is completely inactivecompared to the packed liquid, or Kontener, while transporting of very large quantitis is done in various types oftankers. Liquid fuels are, in addition to ignition, dangerous because of its toxicity [2] during the manipulations.DEFINING OF CHOICE OF TRANSPORT COMPANY MODELIn accordance with the Rule on the use of motor vehicles in the SA and the fact that SA is unable to carry out thetransport of dangerous goods independently, and having in mind that it is not economically justified to implementall the tasks independently, the model of choice of transport company for the needs of transport of dangerousmaterials in SA has been defined.Since the Sai s specific system, for its purpose and basic tasks, a model is proposed that represents a modification ofthe offered public procurement procedures, with respect to the defined principles of public procurement, all with theaim to accelerate and simplify the process of selecting a trucking company for the transport of dangerous goods inSA. The proposed procedure for selecting transport companies is presented in the form of the algorithm in Figure 1.The procedure of public procurement of transport services for the SA is run by the purchaser, that is the Departmentof Traffic and Transportation, provided that the public procurement is stipulated in the annual procurement plan andthat the funds are provided for the purchase of assets in the financial plan. Based on analysis of the availability of itsresources and observed needs of subordinate units, the relevant report is submitted to the elders, with a proposal tomake contracting transportation services for the SA.On the basis of submitted papers, provided that there are all necessary conditions for public procurement, competentcommander, decides to start the procedure of public procurement of transport services for the SA. Simultaneouslywith the adoption of decisions to the public procurement procedure, competent commander brings an act on theformation of a committee for the public procurement of transport services.The next step in the defined model is the preparation of tender documents. Department of Traffic and Transport, hasa duty to prepare the tender documents so that bidders can use the card to prepare a valid bid.When it was decided to launch a public procurement procedure and when tender documents are prepared, the nextstep in the defined model is publishing a public invitation. Public invitation is published in the Official Gazette ofthe Republic of Serbia and the portal of the Public Procurement Office.After the publishing of a public invitation, the following step is the submittion of tender documents.Department of Traffic and the transportation has the duty from the day of publishing of a public invitation to permitdirect access to the tender documents and downloading them to all interested persons.In the event that there is a need to make changes or amendments of tender documents the Department of Transportand traffic is obligated to immediately and without compensation of the amendments to provide interested partieswho have received tender documents. If the interested parties need additional information or clarification regardingthe preparation of the bid, they may ask for them in writing no later than five days before the deadline forsubmission of bids by the Department of Traffic and Transportation, which shall within two days send a response inwriting and simultaneously provide that information to all other persons who have received tender documents.
