TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 226CONCLUSIONBy means of analysis of PE „Serbian Railways” operational data about monitoring of the dangerous substancestransport, for years 2005, 2006 and 2007, it can be clearly concluded that about 80% - 90% transported dangeroussubstances of class1 belongs to “List of goods with high potential danger”.Traffic developing under existing conditions is moving slowly, and according to words of the experts from the EUAdministration - unacceptably. By main applying of one of main transport principles – “SAFETY” principle, asolution, which reduces potential risks during realization of dangerous goods transport, occurs.In order to decrease all predictable risks for any undesired events, a need for application of additional preventiveactivity obtrudes itself. A procedure, in the form of internal order for the targeted railway staff that participates inthe transport realization, has been established. The order defines the targeted transports methods of announcementof the authorized forwarding company for the operational service for monitoring of the dangerous substancestransport of PE “Serbian Railways”, as well as details of parts of technological process reception in the entranceborder stations, as well as further on entire transportation route.Suggestion of draft of new «LAW ON DANGEROUS GOODS TRANSPORT » made great innovation comparedto “ZOPOM”, predicting the chapter IV ADVISOR FOR SAFETY FOR THE DANGEROUS GOODSTRANSPORT IN ROAD, RAILWAY AND WATER TRAFFIC.Function of Advisor for safety is very influential for entire safety system in the State, during all these processes withdangerous substances.Until the date of entering into force of the adjusted and harmonized regulations, and after that date, let’s respect therule: TRANSPORT QUANTITY HAS TO RESPECT TRANSPORT QUALITY.By speeding up of the harmonization process and by reaching of the harmonized regulation (national andinternational), a small step with big flywheel is made (“Perpetuum mobile”) in the transport of dangeroussubstances.Remark: This paper has been written on the basis of operational experiences of the Department for commercialoperation and dangerous substances transport of the Freight Service Department – Operations Directorate; PE»Serbian Railways».REFERENCES1.
