UDK:351.78:004614.8005.334TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 132INTEROPERABILITY AND SECURITY OF INFORMATION IN EMERGENCYSITUATIONSMiodrag BrzakovićAgencija za konsalting i inženjering «INICIJATIVA», 11080 Zemun, Karlovačka 29e-mail: m.brzakovic@inicijativa.rsAbstract: Analysis of response in emergency situations in the world, and with us, points to weaknesses, both inorganization and in the methodology for response and management in emergency situations of all subjects, theirmutual cooperation, which among other things, points to the problem of their interoperability.The term interoperability, in general, involves the ability to establish a system of two cooperating, coordinateactivities in process management and interchange mutually understandable information.The main aim of this paper is to present the research results of the interoperability problem management system inemergency situations, with special emphasis on organizational, technical and semantic aspects and a general modelfor achieving the required level of integration and interoperability.Keywords: interoperability, security of information and information systems, emergency situation, management inemergency situationsINTRODUCTIONVarious challenges, risks and threats relating to the possibility of occurence of accidents, natural catastrophes,technological catastrophes, and any other form of danger that complex phenomena with devastating effects onpopulation, material and cultural goods, may induce in an area, all that calls for an integral organization and plannedrealization in all phases of management in emergency situations of any sort nad shape.Papering in the conditions of emergency situations is characterized by the following features:Danger – The level of endangerment in an emergency situation may be different (e.g.: from direct humanlife endangerment to certain forms of diseasea);Time deficit – one of the key limitations in an emergency situation;Task fulfillment organization and specifics – dealing with an emergency situation demands a largenumber of phusical and intellectual activities;Emergency situation effect on behavior during its cours and in the aftermath –Coordinating behaviorwith the demands of existing emergency situation acknowledging all the specifics of the activities beingdone to the end of eliminating its source and effects;
TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 133Methods of and measures for eliminating an existing emergency situation – The unity of method andmeasures implementation in the process of eliminating the existing emergency situations with the neededlevel of interoperability within the organization itself as wel as within the framepaper of mutualcolaboration with the environment.Basic problems in making decisions during the process of emergency situation management are ambiguous andincomplete information, time deficit and limited resources (human, material, and financial). Due to this state ofaffairs, information integration of all participant organizations in the system of emergency situation managementand their services for responding in emergency situation is one of the key processes of resolving the mentionedproblems.The complexity of a situation such as emergency situation demands the existence of a quality information andcommunication system that ensures an efficient relevant information flow in within the system of emergencysituation management. New technologies and the development of modern information and communicationtechnology facilitate and meet the specific demands of the conditions of functioning in emergency situations.The paper presents a revue of the research and the attempt made in the field of determining the importance ofinteroperability and defining a global information-communication infrastructure as the function of securing anappropriate information-communication support in the conditions existing in an emergency situation. The revue ofthe research findings is presented and a refferential model with a special refference to perceiving the emergencysituation specific features, and the relevance of information and measures as the function of securing the necessarylevel of introperability.EMERGENCY SITUATION – the conceptInability of science to always and completely predict an emergency situation, events and consequences, as well asuntimely preventive acting and inefficient organizing to the purpose of effect eliminating call for a clear definitionof the content of emergency situation concept and the recognition of the border values of parameters that define:probability of emergency situation occurence, as well as the kind of emergency situation, its intensity, and flow orfurther development.In view of the conclusion that: We do not expect emergency situations, but they happen, there is a need for adequatepreparations and planing to the end of enabling a community to reduce possible destruction and the number ofcasualties in an existing emergency situation. A conceptual clarification regarding the sources, development andeffects of an emergency situation, and the institutional framepaper for management it is important for a betterunderstanding of the problem, as well as for the creation of conditions for unified approaching the resolving of allissues relating to this set of problems. In accordance with that, a short review of some of emergency situation (ES)definitions are presented in htis part of the paper.Different emergency situation definitions most often are made according to concrete needs. One of such definitionsreads: emergency (чрезвычайная ситуация in Russian) is a state that points to a possible disturbance or biggerdisturbance of natural ballance or environment , which produces social disturbance and results in taking measures,actions, or interventions 1 .The following definition is adopted in the Republic Serbia (RS) Emergency Situation Bill: Emergency Situation isthe state in which the risks and threats, or effects of a catastrophe, special events and other jeopardy the population,environment and material goods are exposed to are of such scope and intensity that their existence or effects is notpossible to prevent or eliminate by regular actions of organs and services in charge, but to alleviate and eliminatethem it is necessary to take special measures and use special forces and means in an increased paper regime 2 .
