The estimated risk should be comparable to criteria for acceptable risk and treated by risk measures, butthis does not eliminate all potential risks. Unacceptable risks should be treated by the certain measures. All riskscannot be prevented. The risks that are not initially treated or reduced by prevention are covered by thepreparedness measure. Therefore, the preparedness measures are applied to the so-called residual (remaining)risks 2) .THE PROTECTED VALUES AND APPLICABILITY OF INTEGRATED RISK ASSESSMENTIntegrated risk assessment should enable simply and completely understanding of impact factors both on theprotected values (Table 1) 4) of organization which transports explosives and environmental values as well. Throughthe integrated risk assessment, organizations looks at the environmental factors that can be affected by the transportto prevent risk and to be prepared for postemergency situation 3) .Table 1. TRANSPORT OF DANGEROUS GOODS AND RISK MANAGEMENT 105Risk management can be linked to "an individual organization, enterprise or community," horizontallydifferentiated organization, a network of public transport or more communities within the region and “verticallydifferentiated organization”, a system of local, regional or national responsibility 7) .IDENTIFYING POTENTIAL HAZARDSAnalysing of characteristics of The Corridor 10 shows that the lots of activity related to the transport of explosivematerials is exposed to a large number of potential hazards. The potential hazards of transportation of explosivesubstances can be grouped according to the following 4) :1. failure to comply with legal regulations related to the transport and handling of explosive substances (Europeandirectives, the Law on transport of dangerous goods, Regulation on the transport of dangerous goods in roadtraffic);2. inadequate preparation for the transport of explosive material (people, equipment, explosives);3. technical characteristics of the road (importance of the road, the quality of roads, the places for the rest, a placeto stop for the services, traffic density, bridges, tunnels);4. topographic features of the route (the amount of the land, vegetation, location of settlements, accessibility ofthe road section to the other roads, the proximity to water, the existence of objects with other hazardoussubstances);5. meteorological conditions during the transport (summer, winter, fog, rain, ice, number of windy days);6. terrorist acts (road attacks, robberies on the road, raiding)7. inadequate handling of the explosive substances (inadequate loading and unloading, moving to and from themeans of transport, the use of combustible resources, the use of inappropriate vehicles)8. transport insurance (transfer of liability to a third party-insurance house)9. the combination of these factors.Grouping of potential hazards is very important in terms of the need for a preliminary risk analysis 3) .The information on existence of hazards is not of the great importance if we do not have tha data about the size ofthe hazards and the possible effects of actions on the protected values.
