and where conflicting constraints are pres<strong>en</strong>t.<br />
An ìllustrative problem might be how to provi<strong>de</strong> leg<strong>al</strong> services for the poor, as<br />
part of a, politic<strong>al</strong> sci<strong>en</strong>ce course on the judici<strong>al</strong> process. The class might go through<br />
the following steps wh<strong>en</strong> it is creating a new data file rather than manipulating an<br />
existing one:<br />

Start out,with some policies and some go<strong>al</strong>s. For example, the <strong>al</strong>ternative policies<br />
míght be s<strong>al</strong>aried governm<strong>en</strong>t lawyers versus unpaid volunteers. The go<strong>al</strong>s might<br />
be inexp<strong>en</strong>siv<strong>en</strong>ess, accessibility, politic<strong>al</strong> feasibility, and compet<strong>en</strong>cy.<br />
Add to the policies and the go<strong>al</strong>s in light of the initi<strong>al</strong> set.<br />
Consolidate policies and go<strong>al</strong>s that heavily overlap, as indicated by the fact that ’<br />
they are likely to have the same relation scores.<br />
Divi<strong>de</strong> policies and go<strong>al</strong>s wh<strong>en</strong> one re<strong>al</strong>izes that the initi<strong>al</strong> wording may have be<strong>en</strong><br />
too gross.<br />
Insert relation scores using pluses and minuses. Go down one column or go<strong>al</strong> at a<br />
time in or<strong>de</strong>r to promote consist<strong>en</strong>cy within each go<strong>al</strong>.<br />
Convert the pluses and minuses into numbers on l-3 ór 1-5 sc<strong>al</strong>es. Revise the<br />
relation scores if one thinks that finer distinctions are sometimes necessary, such<br />
as a score of 2.5.<br />
Deci<strong>de</strong> on t<strong>en</strong>tative weights for the go<strong>al</strong>s by giving the least important go<strong>al</strong> a<br />
weigbt of 1 and expressing-the weights of the other go<strong>al</strong>s as multiples of the first<br />
go<strong>al</strong>. Do not weight the go<strong>al</strong>s if they <strong>al</strong>l seem about equ<strong>al</strong>ly important, or if the<br />
weighting seems too difficult. The weighting can be postponed until after one sees<br />
the results, because one th<strong>en</strong> oft<strong>en</strong> re<strong>al</strong>izes that differ<strong>en</strong>t weights will not change<br />
the results. The results may <strong>al</strong>so help clarify how much differ<strong>en</strong>ce there has to be<br />
in or<strong>de</strong>r to change the results.<br />
Sum across each policy in or<strong>de</strong>r to <strong>de</strong>termine its over<strong>al</strong>l score. If the go<strong>al</strong>s have<br />
differ<strong>en</strong>t weights as multipliers, th<strong>en</strong> sum the products across each policy. Each<br />
product involves the relation score multiplied by the weight of the go<strong>al</strong> to which it<br />
pertains.<br />
Observe the unweighted or weighted summation scores to see if there is one<br />
outstanding policy, a scattered combination of outstanding policies, or an<br />
optimum-level pattern where doing too little or too much is un<strong>de</strong>sirable.<br />
Relevant questions for exams and class might relate to the following:<br />
What changes in the relative weights of the criterìa (or changes ìn the scores of<br />
the <strong>al</strong>ternatives on the criteria) are nee<strong>de</strong>d in or<strong>de</strong>r to bring a certaín second-<br />
Place <strong>al</strong>ternative into first place? For example, giv<strong>en</strong> the data file on the Supreme<br />
court-t case of B<strong>al</strong>lew v. Georgia, how much and why does the weight of avoiding a<br />
WrOngfUl conviction have to rise from 1.00 relative to the weight of avoiding a<br />
