market economies. Thereby the ranking follows the nationality of the multinational companies<br />
and not the nation where the corruption actually takes place. Unfortunately the index is not<br />
updated regularly (last version from 2002) and only covers the 21 leading export nations.<br />
Nevertheless, multinational companies from the leading export nations make up a high<br />
portion of the world’s business activities. Therefore it seems worthwhile to make use of the<br />
index in SLCAs.<br />
Indicator 4: Sector corruption rankings<br />
In addition to the regional dimension of corruption risks it is widely agreed upon, that there is<br />
also a sector dimension of corruption. It is well known for example, that corruption is endemic<br />
in the construction sector, while manufacturing processes are clearly less associated with the<br />
problem. Within the Transparency International Bribe Payers Index, such a sector ranking is<br />
presented:<br />

Although the ranking might still have potential for improvements, it seems to be a good start<br />
to work with in SLCAs.<br />
Proposal to measure corruption in SLCA<br />
None of the indicators seems to be entirely sufficient to be used in SLCAs as stand-alone<br />
solution. Therefore we propose a methodology that uses a combination of different<br />
indicators.<br />
