III. Outlook
The Berlin district of Marzahn-Hellersdorf is a high-rise concrete
(“Plattenbau”) estate in the east of the city. Extensive
renovation work was carried out at the end of the 90s so that
the buildings are now technically very well equipped. The
district, however, is still considered unattractive as a place to
live and it is difficult to rent out apartments and commercial
premises there.
II. Solution approach
After the successful implementation of pilot projects in
2002/03 in Berlin-Hellersdorf, innovative learning programmes
with new media will be introduced throughout
Berlin by the year 2005.
These will then include programmes on studying with
new media (comeniuscape.de), a learning programme illustrating
formal learning processes (Microsoft ClassServer
3.0), information on the residential and learning environment
including an apartment search (hellersdorf.de), an
inquiry platform and access to software products via ASP.
The basic idea of Appolonius! is to develop and extend a network
of housing administration services, cable network
providers and providers of education. The network partners
are planning to develop and operate a cross-department
network which will embrace a wide variety of services in the
fields of housing, work and education on a uniform technological
platform using feedback channel cable networks.
We have started by developing target-group specific
programmes: multimedia laboratories for students, training
programmes for tenants, neighbourhood information
services for residents, technological development for partners
etc. The excellent technical equipment in the apartments
and commercial premises makes it possible for interested
persons to make use of the services directly on
location.
In an initial phase, target-group specific programmes
were developed with all kinds of forms of cooperation. These
programmes will be brought together in a second phase by
the year 2005 and offered via a uniform "access metaphor"
for various scenarios.
