The aim was to ensure that disadvantaged people can<br />

engage or re-engage with learning and through learning to<br />

employment or economic engagement.<br />

The first step to engaging with Lifelong Learning is the<br />

process of identifying motivations from which appropriate<br />

opportunities for fulfilment can be found. For the assessment<br />

to be successful it needs to be inspirational, quickly understood,<br />

meaningful, led and owned by the participant, enjoyable<br />

to complete, and to lead to clear and sustainable goals.<br />

Current techniques have been developed within very different<br />

cultures. Some of them have focussed on communities of<br />

interest, some on geographical communities. This diversity<br />

has ensured that many innovative approaches have been<br />

developed over many years. The added value is both in having<br />

this diversity to call on and in the challenge that is produced<br />

by the inevitability that different “entrenched” cultural<br />

beliefs are held. Thereby our own ideas are challenged<br />

and we change our own perspectives. This process we<br />

believe acts like rain on parched land!<br />

II. Solutions<br />

The partnership will jointly develop and test a “best practice”<br />

questionnaire based on assessment process.<br />

The main activities and outputs have been:<br />

• to provide the means to motivate individuals from socially<br />

excluded groups to participate and successfully engage in<br />

Lifelong Learning through the creation of an innovative<br />

formal assessment process, called Lifelong Learning Personal<br />

Development Planning<br />

• to facilitate regional development by enabling the<br />

learning regions to effectively respond to need and to<br />

target future resources to maximum effect through the<br />

provision of benchmarking information provided<br />

by the process<br />

• to create an effective network of learning regions through<br />

shared experiences<br />

• to utilise this experience as stepping stone to greater<br />

effectiveness for the joint regions by designing of the<br />

“best practice” process<br />
