A growing interest of local cultural actors for Lifelong Learning
opportunities can be identified. Therefore the project
consisted of an elaboration of an appropriate Lifelong
Learning strategy targeting cultural activities focussing in
Lifelong Learning related to cultural activities. Thus it
should make aware the local cultural actors of the opportunities
offered by Lifelong Learning for their cultural places.
They should become responsible for training and Lifelong
Learning policies, active in the cultural field such as association,
enterprises, institutes, museums, theatres, libraries,
formal and informal learners and suppliers.
II. Solutions
The project consisted of the setting up of learning partnerships
at local level, of an analysis of the Lifelong Learning
needs of local stakeholders and of the consequent identification
of an appropriate Lifelong Learning strategy. There is a
need for a specific strategy related to culture aimed at
• upgrading the skills of present cultural actors,
• creating and supporting new and innovative professional
profiles or entrepreneurial initiatives,
• encouraging culture as an effective means of promoting
social development and social inclusion, supporting
informal learning.
For this purpose a research has been undertaken by using
local analyses of Lifelong Learning needs through shared
audit tools in order to map all local actors active in the
cultural field, record and analyse their training needs.
They were supported to keep apace with, react and interact
with the evolution of the local context and its new
inputs.
A study has been composed with focus on Lifelong
Learning contents, methodologies and instruments and
the intermediary and final results already discussed on
the transnational level.
Local authorities in charge of training policies are called
upon designing a policy responding to the Lifelong Learning
emerging needs of the territories with the contribution
of the local stakeholders. To support this intention ENLACE is
producing a survey on local Lifelong Learning needs with
respect to cultural activities.
Single activities:
• transnational cultural traineeship to provide information,
guidance and training.
• direct transnational exchanges and cooperation between
public and private cultural operators.
• transnational projects of Lifelong Learning – e.g. traineeship
in another Member State as a part of a vocational
training programme.
• individual use of learning vouchers. Targets: both the
potential learners and potential partners within and outside
the territory of reference of the five learning regions.
• local and transnational networking between school, universities,
centres of excellence and work on the standard
definition of job profiles in the cultural sector.
• periodically update Lifelong Learning needs analysis
through a participatory approach, since “an understanding
of the needs for learning amongst citizens, communities,
wider society and the labour market should be the
basis of any strategy for lifelong learning.
