Service office Counselling and Learning
I. Problem
The providers of education and further education are
spread all over the region and vary in their organisational
structure, activity and offers. People interested in educational
services also come from all over the region (even from outside),
while demand varies at different locations. It is important
to support people who are searching for the
appropriate learning world while at the same time providing
information on the customer’s demands to education
funding agencies.
Within this context, one key activity is the implementation
of a regional education server. It increases transparency
among the education providers and provides users of education
innovative access to the region’s educational offer.
Under the heading “life sphere”, the educational offer distinctly
relates to the actual requirements and the individual’s
everyday living and working.

II. Solution approach
The “Service office Counselling and Learning” which currently
is being established in the Oldenburg region, provides
for a continuous inventory of regional services in education
and counselling and the development of a counsellor
network.
Its main task is the realisation of a counselling concept
that is developed within the “lernenfürsleben” network: the
“individual education map”. Users of education are supported
in several steps to independently orientate themselves in
the educational landscape and in their own educational
biography by means of orientation, competence, and target
counselling. In order to do so, we are developing common
standards for regional education counselling within the network
(including social counselling) and creating activityoriented
instruments for counsellors, e.g. a counselling
manual, counselling guidelines and check lists. At the same
time we are testing the “ProfilPASS”, a passport to record
informal competences which was developed within the
scope of a joint federal and state project.
The “Service office Counselling and Learning” is gradually
establishing itself. Initially, we are testing and evaluating
single projects at selected exemplary locations. As of mid
2005, they will be introduced all over the Oldenburg region.
