within the Oldenburg region (Lower Saxony)<br />

Service office Counselling and Learning<br />

I. Problem<br />

The providers of education and further education are<br />

spread all over the region and vary in their organisational<br />

structure, activity and offers. People interested in educational<br />

services also come from all over the region (even from outside),<br />

while demand varies at different locations. It is important<br />

to support people who are searching for the<br />

appropriate learning world while at the same time providing<br />

information on the customer’s demands to education<br />

funding agencies.<br />

Within this context, one key activity is the implementation<br />

of a regional education server. It increases transparency<br />

among the education providers and provides users of education<br />

innovative access to the region’s educational offer.<br />

Under the heading “life sphere”, the educational offer distinctly<br />

relates to the actual requirements and the individual’s<br />

everyday living and working.<br />

II. Solution approach<br />

The “Service office Counselling and Learning” which currently<br />

is being established in the Oldenburg region, provides<br />

for a continuous inventory of regional services in education<br />

and counselling and the development of a counsellor<br />

network.<br />

Its main task is the realisation of a counselling concept<br />

that is developed within the “lernen<strong>für</strong>sleben” network: the<br />

“individual education map”. Users of education are supported<br />

in several steps to independently orientate themselves in<br />

the educational landscape and in their own educational<br />

biography by means of orientation, competence, and target<br />

counselling. In order to do so, we are developing common<br />

standards for regional education counselling within the network<br />

(including social counselling) and creating activityoriented<br />

instruments for counsellors, e.g. a counselling<br />

manual, counselling guidelines and check lists. At the same<br />

time we are testing the “ProfilPASS”, a passport to record<br />

informal competences which was developed within the<br />

scope of a joint federal and state project.<br />

The “Service office Counselling and Learning” is gradually<br />

establishing itself. Initially, we are testing and evaluating<br />

single projects at selected exemplary locations. As of mid<br />

2005, they will be introduced all over the Oldenburg region.<br />
