Competence Centres and Information and
Communication Technologies as Tools of Learning Regions

III. Perspectives
It is necessary to invest in new structures and media, build
up new methods and didactic competences for teachers in
all fields of Lifelong Learning, furthermore implement and
newly develop various offers to the teaching of digital competence
for different target groups. In this case the target
groups of the project are:
• leading respectively planning people of local and
regional educational actors
• decision-makers from politics and administration, who
are in charge of the adaptation of the local and regional
educational offers to meet the demands of the knowledge
based economy and society.
• teaching people of local educational institutions, who
have already worked in the field of information and
communication technologies.
II. Solutions
In seven countries the project examines concepts and
resource centres which improve information and communication
technology competences. They were identified as
structural requirements for the implementation of the
knowledge based economy and society and linked-up with
technical and conceptual requirements for Livelong Learning
on local level.
The results and products are:
• a basic paper in each participating partner region (EN)
• a synopsis of different concepts and good practice
in this field (GE, EN)
• a local strategy paper in each single partner region (EN)
• recommendations for establishing local competence and
resource centres (GE, EN)
• a presentation of the project on the web sites of the
partners (EN)
• a general Information-Web site with all results of the
whole project (GE, EN)
• a final documentation inclusively best-practice examples
(CD for interested persons) (EN)
There are causal contexts to the national policy through the
integration of skilled workers and experts of the national
strategies. The results refer to the national requirements of a
modern and knowledge-based society. The partner regions
of the project have differently developed concepts and work
starting points. For example in the area Ennis, the main location
of the County Clare in Ireland, the built-up of an Irish
„Information Age Town“. Through a field test carried out by
the Irish Telecom the society was able to develop information
and communication technology competence in a several
years lasting process of informal learning on an up-todate
technical platform which integrated all households.
With St. Laurent de Nest another example shows that
also in a rural area a formal learn location is available
through a house of knowledge which is used by various target
groups and providers. There are also differences concerning
the stage of development of local structures: In
Osterholz it is intended to implement a competence centre
as basic structure of a local information and communication
initiative in context of the German Learning Region. The
region Rogaland in Norway has already built a competence
centre with several years of experiences in the provision for
the different target groups.
