Learning Regions from North to South<br />
I. Problem area<br />
Regional work within Lifelong Learning is often not seen in<br />
a holistic and strategic way, and there is not a fundamental<br />
understanding of how Lifelong Learning is important for<br />
the overall regional development. The main objective of this<br />
project has therefore been to develop policy recommendations,<br />
which are aimed to help policy makers demonstrate<br />
that investing in Lifelong Learning means, that the region<br />
can experience economic growth and become a “user<br />
friendly” learning region. In such a region, Lifelong Learning<br />
is easily accessible for all and social development goes<br />
hand in hand with economic growth.<br />
II. Solutions<br />
For two years, seven regions in Europe have co-operated to<br />
pool their practical experiences in five different areas, which<br />
were:<br />
• how does the creation of regional Competence Councils /<br />
Skills Councils affect regional Lifelong Learning?<br />
• how does the use of Information and Communication<br />
Technology affect regional Lifelong Learning?<br />
• how does easily accessible training affect the possibility<br />
for Lifelong Learning?<br />
• how do Lifelong Learning activities affect the level of<br />
regional entrepreneurship?<br />
• how do Lifelong Learning activities affect the level of<br />
equal opportunities and social inclusion?<br />
Within each theme, all regions have made regional analysis<br />
with good practice examples, which support the policy recommendations,<br />
the main objective of the project.<br />
to do so in the future in a more constructive and extensive<br />
way, are invited to use the policy recommendations and the<br />
additional self assessment guide.<br />
