Regional networks for Life-Long Learning: the promotion<br />
of the regional dimension in life-long learning throughout Europe<br />
In the summits of Lisbon (2000), Stockholm (2001) and Barcelona<br />
(2002) lifelong learning was identified as a key cohesion.<br />
In the memorandum of Lifelong learning the regional<br />
dimension was explicitly pointed out that “regional and<br />
social levels of governance have become increasingly<br />
influential in recent years in line with intensified demand<br />
for decision making and services close to the ground …<br />
The provision of education and training is one of the policy<br />
areas destined to be part of this trend – for most people,<br />
from childhood through to old age, learning happens<br />
locally…To promote a culture of learning across Europe,<br />
there is a need to develop learning communities, cities<br />
and regions and to establish local multifunctional learning<br />
centres.”<br />
In the European Lifelong Learning Initiative (ELLI) a learning<br />
region was defined as “a region which recognises and<br />
understands the key role of learning in the development of<br />
basic prosperity, social stability and personal happiness, and<br />
mobilises all its human, physical and financial resources<br />
wisely and innovatively to develop the full human potential<br />
of all its citizens”.<br />
From 30 eligible project-proposal 17 projects were selected<br />
with the average just over 7 regions each, geographically<br />
well spread, local and regional authorities strongly represented.<br />
Two-thirds of the projects aimed at developing comprehensive<br />
strategies for developing learning regions.<br />
The key topics were the following:<br />
• <strong>Strategie</strong>s for developing regional networks<br />
• Promotion of economic growth in the region<br />
• Support services for Lifelong learning in the<br />
learning region<br />
• Lifelong learning for the socially inclusive region<br />
• Information and communication technology and<br />
modern media in the learning region<br />
• Promoting the multicultural region through<br />
Lifelong learning<br />
• Measuring performance and quality assurance<br />
• Lifelong learning and active citizenship in the region<br />
• Funding strategies for Lifelong learning at regional level<br />
• Inter-regional cooperation as a motor for international<br />
and European cooperation<br />
A learning community was described as “a city, town or<br />
region which goes beyond its statutory duty to provide education<br />
and training for those who require it and instead creates<br />
a vibrant, participative, culturally aware and economically<br />
buoyant human environment through the provision,<br />
justification and active promotion of learning opportunities<br />
to enhance the potential of all of its citizens” (ELLI).<br />

The R3L (- "Regional Networks for Life-Long Learning") - Initiative<br />
started in spring 2003 and is active for 17 months until<br />
autumn 2004. It should realise the Regional dimension of<br />
Life-Long-Learning according to the following objectives:<br />
• Objective 1: Increasing the quality and effectiveness of<br />
education and training systems in the EU.<br />
• Objective 2: Facilitating access to all education and<br />
training systems.<br />
• Objective 3: Opening up Education and Training systems<br />
to the World.
