Ku-ring-gai has the highest average rate <strong>of</strong> $903 per residential property when compared to Group 3 and second highest when compared to neighbouring <strong>Council</strong>s.<br />

This is due to the high land values in Ku-ring-gai, combines with the fact that <strong>Council</strong> has minimal commercial rates or properties that qualify for a minimum rate.<br />

The average residential rate <strong>of</strong> the Group 3 <strong>Council</strong>s is $681 per residential property, while the NSW average is $642. This is an increase <strong>of</strong> 1% from the previous<br />

year 2002/2003. Neighbouring <strong>Council</strong>s have an average <strong>of</strong> $712 with Pittwater recording the highest rate <strong>of</strong> $1033 while North Sydney the lowest rate <strong>of</strong> $385.<br />
