PURPOSE OF REPORT<br />

To consider the re-establishment <strong>of</strong> Alcohol Free Zones in South Turramurra Shopping Centre<br />

South Turramurra, Wade Lane car park Gordon and St Ives Village Green St Ives.<br />

BACKGROUND<br />

In 2002 and 2003, at the request <strong>of</strong> local residents and shopkeepers, <strong>Council</strong> established Alcohol<br />

Free Zones in the South Turramurra Shopping Centre, Wade Lane car park and St Ives Village<br />

Green under Section 644 <strong>of</strong> the Local Government Act.<br />

Under the Act, Alcohol Free Zones may only be established for a period not exceeding three (3)<br />

years. This three year period has now expired.<br />

<strong>Council</strong> has received representations from local residents complaining <strong>of</strong> an increase in noise and<br />

vandalism with youths and young adults drinking to excess in these areas. They have asked that the<br />

Alcohol Free Zones be renewed.<br />

COMMENTS<br />

Ku-ring-gai Local Area Command (LAC) was contacted and they indicated that they are fully<br />

supportive <strong>of</strong> the renewal <strong>of</strong> the Alcohol Free Zones. Their intelligence <strong>of</strong>fice conducted a<br />

download <strong>of</strong> the crime committed around these zones and found that there has been little crime<br />

committed. As a result it appears that the Alcohol Free Zones have been effective in the reduction<br />

<strong>of</strong> crime associated with alcohol in these areas. They have stated that they fully support the reestablishment<br />

<strong>of</strong> the above mentioned Alcohol Free Zones for a further 3 years, copy attached.<br />

To renew the Alcohol Free Zones as required in the Section 644A <strong>of</strong> the Local Government Act and<br />

in accordance with the Ministerial Guideline 1995, <strong>Council</strong> must publish by notice in a local<br />

newspaper circulating in the area as a whole:<br />

• Declare that it proposes to establish an Alcohol Free Zones, indicating the location <strong>of</strong> the<br />

zone, and the proposed period;<br />

• State the place at which, the date on which and the times during which the copy <strong>of</strong> the -<br />

proposal may be inspected;<br />

• Invite representations and objections from persons and groups within the area indicating that<br />

any representations or objections by them must be made within fourteen (14) days after the<br />

date on which the notice is published.<br />

<strong>Council</strong> must also give a copy <strong>of</strong> the proposal for Alcohol Free Zones to:<br />

• The <strong>of</strong>ficer in charge <strong>of</strong> the police station within or nearest to the Alcohol Free Zone ;<br />
