This indicator measures the speed with which Development Applications are determined. Ku-ring-gai had the highest mean time to determine a Development<br />

Application followed by Holroyd in Group 3 and the same mean time as Lane Cove amongst the neighbouring <strong>Council</strong>s. Of the neighbouring <strong>Council</strong>s, Hornsby<br />

achieved the lowest mean time <strong>of</strong> 59 days while Randwick reported the lowest mean time <strong>of</strong> 35 days within Group 3 <strong>Council</strong>s.<br />

Ku-ring-gai’s mean time to determine a DA in 2004/2005 was 103 days. The NSW <strong>Council</strong>s average was 53 days.<br />

Some <strong>of</strong> the factors affecting this indicator are: the nature and complexity <strong>of</strong> the Development Applications, the degree <strong>of</strong> public consultation and notification,<br />

number <strong>of</strong> planning and development staff employed and the level <strong>of</strong> building and development activity within the area.<br />
