Fourteen (14) <strong>of</strong> the thirty one (31) new appeals lodged during the period were in relation to<br />
deemed (as opposed to actual) refusal <strong>of</strong> an application. This proportion (45%) represents a lower<br />
percentage <strong>of</strong> deemed refusal appeals compared to the same period last year. However, as the<br />
number <strong>of</strong> appeals is small, this figure is not seen as strongly indicative <strong>of</strong> a trend. The percentage<br />
<strong>of</strong> deemed refusal appeals in the year 2005-2006 was 60%.<br />
