This indicator measures the total expenses per head <strong>of</strong> population excluding capital expenditure. Ku-ring-gai’s average expenses totalled $604 per capita, which is<br />

below the Group 3 <strong>Council</strong>s average <strong>of</strong> $612 and the neighbouring <strong>Council</strong>s’ average <strong>of</strong> $733. Only Warringah, Hurstville and Bankstown <strong>Council</strong>s in Group 3<br />

and neighbouring <strong>Council</strong>s decreased their expenditure in 2004/2005.<br />

Within the neighbouring <strong>Council</strong>s Hornsby incurred the lowest expenses <strong>of</strong> $579 while North Sydney had the highest level <strong>of</strong> expenses <strong>of</strong> $941 per capita.<br />

Ku-ring-gai’s total operating expenses per capita are under the NSW median <strong>of</strong> $1,062 per capita. Of all NSW <strong>Council</strong>s, Auburn reported the lowest per capita<br />

expense at $515, and Central Darling reported the highest per capita expense at $3,380.<br />

Factors that can influence this indicator are: socioeconomic characteristics <strong>of</strong> area, the rate <strong>of</strong> new development, the demographic characteristics <strong>of</strong> the area and the<br />

level <strong>of</strong> population increase or decrease.<br />
