New developments should optimise the provision <strong>of</strong> housing to suit the social mix and needs<br />
in the neighbourhood, or, in the case <strong>of</strong> precincts undergoing transition, provide for the<br />
desired future community.<br />
The mix <strong>of</strong> apartments is acceptable.<br />
Principle 10: Aesthetics<br />
SEPP 65: Quality aesthetics require the appropriate composition <strong>of</strong> building elements,<br />
textures, materials and colours and reflect the use, internal design and structure <strong>of</strong> the<br />
development. Aesthetics should respond to the environment and context, particularly to<br />
desirable elements <strong>of</strong> the existing streetscape or, in precincts undergoing transition,<br />
contribute to the desired future character <strong>of</strong> the area.<br />
The proposed building uses a range <strong>of</strong> materials, textures and proportions that are suitable to<br />
the context and satisfy DCP 55. The aesthetics <strong>of</strong> this proposal are considered acceptable.<br />
Conclusion and recommendations<br />
It is recommended that:<br />
Privacy is maintained between bedrooms 7.5m apart on the internal corners <strong>of</strong> the building,<br />
by extending out the party wall between apartments by a minimum <strong>of</strong> 1m on the lower levels<br />
<strong>of</strong> the building.<br />
Whilst the proposed building footprint deviates from the building zone in DCP 55 ‘Milray<br />
Street Precinct’, there are no perceived negative effects in amending the building zone.<br />
This proposal is to be commended and is an excellent example <strong>of</strong> a new multi-residential<br />
building (2d3) in the Ku-ring-gai LGA.<br />
Comment - With regard to the use <strong>of</strong> the rooms as bedrooms and the 7.5m separation between the<br />
bedroom windows, the proposed internal privacy is satisfactory, and it is unnecessary to implement<br />
this part <strong>of</strong> the recommendation.<br />
Heritage<br />
<strong>Council</strong>’s Heritage Advisor, Paul Dignam, has commented on the proposal as follows:<br />
Heritage status<br />
The site is located within the vicinity <strong>of</strong> several heritage items, including; Nos 1 – 21<br />
Lindfield Avenue and the Church at the corner <strong>of</strong> Tryon Road and Nelson Road. The shops in<br />
Lindfield Avenue are local items. The Church is listed as a state heritage item and included in<br />
an LEP as a draft heritage item. Clause 61 E <strong>of</strong> the KPSO requires <strong>Council</strong> to make an<br />
assessment <strong>of</strong> the impact <strong>of</strong> the proposed development on the heritage significance <strong>of</strong> the<br />
