<strong>Council</strong>’s legal expenses to total planning expenses have risen from 8.6% in 1997/1998 to 50% in<br />

2001/2002 and have steadily declined to 31% in 2004/2005. The increase in legal costs in recent years<br />

is mostly due to the increased number <strong>of</strong> SEPP5 and Dual Occupancy applications received by<br />

<strong>Council</strong>. The decline is due to improved effeciencies in processing legal matters.<br />

In 1998/1999 expenditure on environmental management and health per head <strong>of</strong> population reduced to<br />

$4.51, however in 2002/2003 it increased to $12.73 and has steadily reduced to $10.33 in 2004/2005<br />

Ku-ring-gai’s result <strong>of</strong> $10.33 is below the NSW average <strong>of</strong> $22 in 2004/2005.<br />
