THE ROLE OF PHYSICAL EDUCATION AND SPORT<br />

IN THE DEVELOPMENT OF HUMAN RESOURCES<br />

First of all I would like to express my appreciation to you for<br />

organizing this seminar in an appropriate level and with excellent<br />

quality and wish to pray to the Almighty God to help us achieve the<br />

concerned targets.<br />

Although, the title of this seminar generally propounds the<br />

development of human resources, it seems, however, that most of the<br />

titles are related to special divisions, which are of course not contrary<br />

to the goals of the seminar. But it is not useful to choose strong<br />

columns for a building, which does not have a strong foundation.<br />

In other words, the selecting of new techniques and modern<br />

management theories which are innovative, mitten down and<br />

experienced in the developed countries cannot help develop human<br />

resources in countries such as ours without giving due attention to<br />

human development foundations.<br />

Is it possible to adapt theories which concern very small societies<br />

(and these theories representing only a part of that small society) in a<br />

country, which has a population of 70 million of which at least 50%,<br />

are work forces? Now, what are these prevailing foundations, which<br />

should embrace all the individuals under its umbrella? Let's refer to<br />

our own culture and to the holy Quran and to its famous verse which<br />

reads: "Reciting to you our verses (values-signs) and purifies you and<br />

teach you the Book and wisdom and knowledge."<br />

As you know and it is repeated several times, “purification has<br />

priority over learning of knowledge". It is further said "to be a<br />

scientist is far too easier than to be a true human being "which means<br />

that the latter is more difficult to attain or is even impossible".<br />

In fact the theories and techniques usually discussed in the field of<br />

H.R.D. lay emphasis on the increase of knowledge of specialists rather<br />

than their purification and moral education.<br />

During the last decades in an attempt to destroy religion in Iran, it<br />

was said that a good specialist does not need religion and values and<br />

they thought that science and techniques are the only needs of<br />
