Recently, the Nigeria female basketball team qualified for the<br />

2004 Athens Olympic Games. One wonders why it took the<br />

Basketball Federation so long a time to qualify for the Olympics after<br />

having been founded in 1964.<br />

Duru (2001) opined that there is nothing basically wrong with<br />

Nigeria or its athletes, but our sports problems lie in the unwillingness<br />

or inability of the sports administrators/managers to rise up to their<br />

responsibilities. He further stated that the habits of our sports<br />

administrators cripple our aspirations and inhibit our chances of<br />

becoming a great sporting nation.<br />

The winning of a gold medal at the Olympics and the<br />

improvement of individual performances depend on a multitude of<br />

factors in operation before, during and after the event. One of such<br />

factors is managerial competence. Sports succeed or fail in direct<br />

proportion to the appropriate decisions and actions of those who are<br />

responsible for managing them.<br />

STRUCTURAL PROBLEM. Those who had been at the helms of<br />

affairs in the Sports Ministry had been non-professionals. In support<br />

of this view Onifade (2000) opined that since inception of the Federal<br />
