The net salaries in the private sector have risen in all the deciles. In the public
sector, there has been growth in only the bottom three deciles. In the top deciles
the net salaries have fallen considerably, at the most by nearly 30 per cent.
OLD, REORGANISED AND NEW WORKPLACES
The background history of a workplace has significance also for salary payment.
In 2002, measured according to the median, reorganised workplaces
have paid a better salary than old or new ones. In 1998, the highest mean salary
was paid at the new workplaces; and according to the mean value, they
still pay better than the others. This reflects the fact that the biggest salaries
are higher at the new workplaces than at the reorganised or the old ones.

The changes taking place between 1998 and 2002 have been clear. At old
workplaces, the salary level has improved. This improvement has been relatively
uniform in the different income groups, and the increase varies between
8 and 17 per cent. Only in the highest-income decile of all has the median salary
stayed more or less the same as before. At reorganised workplaces, the
salary level has fallen by about 5 per cent. The decrease is unevenly distributed
between the different income groups, but it has most clearly affected the
highest groups.
