89 SALARY AND LIVELIHOOD This chapter discusses salary development in Estonia, Latvia and Lithuania between Autumn 1998 and January 2002. The length of the period under survey is therefore a little over 3 years. To start with, the forms of salary payment being used in these countries are examined. After that, the quantitative changes in net salaries are analysed for each country separately. This is not a question of studying the salary structure so much as monitoring the changes in the wage earners' standard of living. The last section of the chapter deals with problems connected with salary payment, such as black income and payment delays. SALARY ARRANGEMENTS A monthly salary that is fixed, or includes also fixed regular additional payments, is the most general form of salary payment in all the Baltic countries. This kind of payment basis has become increasingly common in Estonia and Lithuania. In the year 2002, more than half of all the workers in the Baltic countries received a salary of this type. The proportion in Estonia is still smaller than that in the other two countries. Despite increased use of the fixed payment method, the percentage receiving variable wages is still high.
