BLACK INCOME
The black economy has been a problem in all the Baltic countries. An attempt
is made below to analyse how usual black income is among wage earners. Due
to the limitations of the survey method used, the only aspect examined is how
commonly black income is received. The magnitude of the income was not
asked.
It is clear that not all those receiving black income will tell about it in surveys
like this. At a rough estimate, the real number of persons receiving black income
can be said to be two or three times greater than is apparent from the
survey. On the other hand, on the basis of the information gathered in the same
way at two points in time, it can be reliably estimated whether the receiving of
black income has decreased or increased during the last three years.
