The trend evaluations of those having a nationality other than Estonian have changed very little in three years. PRIVATE AND PUBLIC SECTOR In 1998, the private-sector workers clearly viewed the trends in working life more favourably than did those in the public sector. In three years the situation has evened out, since the positive assessments have increased more commonly in the public than in the private sector.
