DCA TERMINAL A IMPROVEMENTS (NEAR TERM) 10 AUGUST 2012 TASK ORDER 03: LOBBY IMPROVEMENTS – PKG 4 - CURBSIDE CHECK-IN RONALD REAGAN WASHINGTON NATIONAL AIRPORT PROJECT DT1203 1.4 QUALITY ASSURANCE A. TAB Contractor Qualifications: Engage a TAB entity certified by AABC or NEBB. 1. TAB Field Supervisor: Employee of the TAB contractor and certified by AABC or NEBB. 2. TAB Technician: Employee of the TAB contractor and who is certified by AABC or NEBB as a TAB technician. B. TAB Conference: Meet with COTR on approval of the TAB strategies and procedures plan to develop a mutual understanding of the details. Require the participation of the TAB field supervisor and technicians. Provide seven days' advance notice of scheduled meeting time and location. 1. Agenda Items: a. The Contract Documents examination report. b. The TAB plan. c. Coordination and cooperation of trades and subcontractors. d. Coordination of documentation and communication flow. C. Certify TAB field data reports and perform the following: 1. Review field data reports to validate accuracy of data and to prepare certified TAB reports. 2. Certify that the TAB team complied with the approved TAB plan and the procedures specified and referenced in this Specification. D. TAB Report Forms: Use standard TAB contractor's forms approved by COTR. E. Instrumentation Type, Quantity, Accuracy, and Calibration: As described in ASHRAE 111, Section 5, "Instrumentation." 1.5 PROJECT CONDITIONS A. Partial Authority Occupancy: The Authority may occupy completed areas of building before Substantial Completion. Cooperate with The Authority during TAB operations to minimize conflicts with The Authority's operations. 1.6 COORDINATION A. Notice: Provide seven days' advance notice for each test. Include scheduled test dates and times. B. Perform TAB after leakage and pressure tests on air and water distribution systems have been satisfactorily completed. General Warranty: The national project performance guarantee specified in this Article shall not deprive the Owner of other rights the Owner may have under other provisions of the Contract Documents and shall be in addition to, and run concurrent with, other warranties made by the Contractor under requirements of the Contract Documents. B. National Project Performance Guarantee: Provide a guarantee on AABC'S "National Standards" forms stating that AABC will assist in completing the requirements of the Contract Documents if the testing, adjusting, and balancing Agent fails to comply with the Contract Documents. Guarantee includes the following provisions: C. Special Guarantee: Provide a guarantee on NEBB forms stating that NEBB will assist in completing the requirements of the Contract Documents if the testing, adjusting, and balancing Agent fails to comply with the Contract Documents. Guarantee includes the following provisions: 1. The certified Agent has tested and balanced systems according to the Contract Documents. 2. Systems are balanced to optimum performance capabilities within design and installation limits. 1.8 SEQUENCING AND SCHEDULING A. Test, adjust, and balance the air systems before hydronic systems. B. Final Testing, Adjusting, and Balancing: Test, adjust, and balance air conditioning systems during summer season and heating systems during winter season, including at least a period of operation at outside conditions within 5 degrees F wet bulb temperature of maximum summer design condition, and within 10 degrees F dry bulb temperature of minimum winter design condition. Take final temperature readings during seasonal operation. 1. Summer Design Conditions: 92 degrees F DB, 76 degrees F WB. 2. Winter Design Conditions: 20 degrees F DB. PART 2 - PRODUCTS (Not Applicable) PART 3 - EXECUTION 3.1 EXAMINATION A. Examine the Contract Documents to become familiar with Project requirements and to discover conditions in systems' designs that may preclude proper TAB of systems and equipment. B.
