<strong>Thesis</strong> Keith Gale 2013• Static measures – gathered after an occurrence of events and designated aslagging metrics.• Motivational measures – designed to encourage a culture for continuousperformance.• Dynamic measures – used to predict probable outcomes and able to identifyif corrective actions are needed.Love and Holt (2000) identified that use of performance management ensures thatrequirements of customers are met, standards are available for comparison, problemswith quality are identified and improvement feedback is available. Takim et al(2003) proposed that measures to assess performance could consist of inputs, outputsand final project outcomes which match the organisational objectives.This research will utilise metrics that match objectives of the organisation by staticmeasure (project outcomes), motivational measure (performance incentivemechanisms) and dynamic measures (recognising deficiencies in standards). Metrics,by definition, follow a quantitative paradigm but views arrived through observationof participants provides qualitative evidence.4.10 Sample size from case study populationThe case study represents all projects undertaken and directly controlled within theCapital Works improvement programme for Highways and Transport of HampshireCounty Council between May 2006 and December 2010. It does not relate to projectsthat are financially supported by the Council and then managed by otherorganisations. All of the projects have been designed, procured, tendered andmanaged in accordance with the organisations’ standing orders applicable at date ofoperation. A trawl of the organisations’ database has been made to include allprojects between the case study dates and this represents the whole case studypopulation. Only directly controlled projects have been included for each case –discrete projects verses those procured within a framework agreement. A directcontrol serves two purposes within a case study context:• All projects are subject to the same levels of evidence in support of data.Key data such as start and finish dates, identification of defects, interimpayment certificates and the like, are evidenced by reference to contractual93
