Appendices to Thesis Keith Gale 2013Q18 Do you feel that we should continue the use of frameworks In the future whenthe current ones expire in 2012?I do yes. The only thing I would suggest is that we expand the selection of availablecontractors to specialist categories to ensure that we get all the contractors totendering and that they have all the requirements for the specific projects. Because atthe moment we’re finding that not all of the contractors have the expertise butbecause they’re on the framework they automatically get to tender for it.Q19 Do you feel that the use of incentives to encourage good performance withinframeworks is worthwhile? Do you have views as to what these incentives shouldcomprise?Yes, I do believe that the performance indicators improve performance. Incentivesshould be geared towards things we as an authority are required to provide. Inparticular: start and performance times, health and safety, general public perception, financial performance and quality of construction. That what incentives should begeared towards.Code name: 10 WWOrganisation: Hampshire County CouncilProfession: EngineerGender: FYears experience: 12 yearsSeniority: Design EngineerKnowledge of frameworks and traditional procurement methods: yes both435
