Why doyou feel this?Umm, I mean the manner in which I’ve used contracts, before frameworks and since- I don’t think has changed as a result of the different procurement. I don’t think I seethat communication in contracts any differently now than I did before the frameworkwas put in place.Q17 Which method (traditional verses framework) do you think allows financialcontrol of a project to be used most effectively? Why do you feel this is so?I would say you’ve been modelling that framework… since we brought theframework in we’ve switched from traditional to NEC. So its very easy to say theframework is improving things. The NEC is improving the manner in which we havefinancial control as it requires us to settle up existing issues within a time framewhereas the traditional didn’t. So I don’t think the framework has changed that. Wedefinitely improved, but as a result of NEC, not the framework.Q18 Do you feel that we should continue the use of frameworks In the future whenthe current ones expire in 2012?Broadly yes. I think we’re going to take that route anyway. My reservation aroundthe framework is narrowing down the contractors that we have, and the inability todraw in new contractors and the difficulty in removing contractors from theframework. We’ve lost a lot of contractors who used to do us a very good job and wefrequently have new projects which would suit them, and they are very good andprofessional contractors. When the frameworks came in we lost small contractorswhich almost served Hampshire solely and we’ve lost the opportunity of using themwhich is a great shame. So I certainly like to prevent the narrow band because I thinkthe framework needs flexibility in itself. And we’ve got some contractors on ourframework who either through their choice or their performance, don’t fit very wellat the moment within Hampshire.413
