Does the procurement help or hinder this?I think you’ve got similar issues that you’ve got with completing on time, andstarting on time. Again, you’ve got the ability to incorporate KPI’s to monitorperformance which obviously effects drivers and is passed on. So obviously, youcould score those in the same way to get an effect which could change performance.And if you end up with a positive result again you can use that in order to make themmore competitive and enable them to do more work.Do you think, obviously the framework procurement involves almost joiningcontracts together. Do you think that’s absent with discrete performance,particularly with the one off job? Do you think they wouldn’t take notice of the ‘rightfirst time’ to the same extent?Yes, I don’t think you necessarily get a common team. It may be a one off. And itsquite often dependent on the other teams or the personnel that you’ve actually gotcarrying out a job. So if you just took a one off job, it may have a poor performancebut it may not be representative of that firm or that company or contractor as awhole. It may just be representative of those individuals. Whereas when you’ve got aframework contract and you can keep the same amount of people and you canidentify a trend and there is a continuing problem, then you can address that byremoving those individuals and replacing them. If there’s still a problem then youcan identify this as a trend which might be in the management structure or thecontractor as a whole.Q12 In your opinion, which procurement method encourages longer termrelationships between parties to a construction project?
