So I thinkthat financial control itself does very much go back to the offices being responsibleand being quite proactive and administering the contract correctly.Q18 Do you feel that we should continue the use of frameworks In the future whenthe current ones expire in 2012?Yes, I do think we should do that and I think we should continue to develop themforward and to use the lessons that we’ve learned in our current frameworkarrangement. And that means all of them. Not just when we’re looking at oursecuring highway frameworks or our IWF ones, we should be looking at the lessonswe’re learning in our professional services frameworks and then also ourconstruction frameworks and try and incorporate good changes of good practicewithin our new frameworks.Q19 Do you feel that the use of incentives to encourage good performance withinframeworks is worthwhile? Do you have views as to what these incentives shouldcomprise?I do think that the incentives encourage good performance. Err, our traffic lightsystem that we have currently is very effective. It seems to be the case that all thesuppliers are very happy when they’re in the green and as soon as soon as they dropto anything else they get very incensed about it. I think again, that incentive helps usto encourage that high level of performance. I know the school of thought is that…‘well they’re all green so there’s no actual advantage for them’ because they’re allgreen, but actually there is a social side of it. They’re mostly always in the green, butif one of them drops to amber they all know about it and there’s a little bit of a lossof face for them. So there’s a sort of peer pressure in a way to help them keepperforming. There’s a reputation aspect where nobody wants to see themselves….Nobody wants to be in red, but amber is almost becoming the new red “Oh, wereusually in green, we cant drop to amber”. And that’s a really positive thing because itdoes mean that they are concerned about their service and they are actively engagedin maintaining it. That means that they’re actively engaged with the framework, andwith providing a good framework for the authority. Err and you know, there’s that395
