Appendices to Thesis Keith Gale 2013Well, yeah as I say. It makes people… well they know they’re being measured sothey want to do well definitely. I mean provided the messages are getting down tothe people that are being measured, which I’m sure it does. Having said that, I haveknown instances where data has been collected and presented as I said …??... afterthe event and people are surprisingly disappointed by it. So the data didn’t have anypositive benefits during the course of the contract and at the end of the contract, wellyou know, the moments lost.Q15 In your view, does the use of a framework help with the balance of riskallocation? Why do you think it is?Well, I guess it depends on the contract. If it’s a select list where tenderers are tryingto gain through a competitively tendered process to win the contract then I guess it’sthe same as any traditional tendering process really in current contract work.Frameworks which involve continual maintenance with fixed teams of operatives, umm certainly fixed management teams and varying labour forces but, there aresituations where relationships can be built up and I think inevitably there areagreements made that avoid clients paying for risk unless it happens. So under the exact circumstances you do think the framework does have someimpact?Well, there is a massive example here which.. when I was err site manager atGatwick airport err for 7 years on a 3 year PSA schedule arrangement - term ofcontract they called it in those days but effectively it is a framework, that wascompetitively tendered, you know we won a second year term based on a re-tender,err.. then we won five years based on a cost reimbursable contract based on tenderedrates of labour and percentage uplift for everything to cover the fixed costs. And atthat time I was 100% of the view that it was the perfect situation for everybodybecause the client got exactly what they wanted and they paid for exactly what theygot and you know it was beautiful. It was beautifully conceived and it and it workeda treat. Now, cost reimbursable obviously opens the question of whether people aremotivated to work efficiently. Now as far as I’m concerned. I’ve spent five years426
