In 2006, at commencement of the projects included within this research,Hampshire County Council introduced a corporate performance managementframework to strengthen existing managerial policies and provide a streamlineapproach to manage budgets and resources. All managerial, budgetary and financialinformation collated from the organisation throughout the research period hascomplied with this corporate policy and recognition of the strengths with thisapproach was made by the Audit Commission in awarding a four star rating. Thecorporate performance management framework is shown in Figure 5.1. Figure 5.1illustrates indicated senior manager controls and a process map of the organisation.111
