Appendices to Thesis Keith Gale 2013break down the initial barriers. That’s the way you can go out and fall straight into arelationship with an understanding of how each individual works and both worktowards what you want to achieve.Q17 Which method (traditional verses framework) do you think allows financialcontrol of a project to be used most effectively? Why do you feel this is so?I think the framework will give you better financial control through the life of theproject from the feasibility stage (or even earlier) right through, because you’ve gotthe schedule of rates and that then enables you to give more price certainty to theworks that you have tendered at the feasibility stage and get a better idea of what theworks are likely to cost. Then you can take that through a project because it has beenproperly set up. Whereas if you’re using a traditional method then obviously you’retaking on a lot of different variables.Q18 Do you feel that we should continue the use of frameworks In the future whenthe current ones expire in 2012?YesQ19 Do you feel that the use of incentives to encourage good performance withinframeworks is worthwhile? Do you have views as to what these incentives shouldcomprise?Yes, Absolutely. I think they’re essential. And we’ve got the opportunity to developthose a little bit more. Financial… sort of those that give the competitive edge areimportant. Without a doubt I think it works. Its just as important I think that withinthe downturn industry. I think if there had been more work around I think we’d seeeven more so, the benefits of it, and I think the contractors would have seen morebenefit from it as well. I think they would have liked to been able to see a little bitmore work coming and I think the continuity hasn’t really been there, and theopportunities haven’t really been there for them, but hopefully that will come goodafter the next months once things pick up. But yes, I definitely think we shouldcontinue when they pick up.420
