Appendices to Thesis Keith Gale 2013Ummm, I mean yes I have already answered that question and I do think use ofincentives has encouraged good performance and I think it has produced goodperformance and obviously you’ve got the benefit perhaps not across all KPI’s butacross certain KPI’s of looking at how the contractors performed during theframework and before the framework and I imagine that would obviously beconcrete information its just whether or not that is the case. As to the question ofwhich incentives to use, again, I think the KPI’s you’ve used are a good balance. Imean the CO2 measure which hasn’t got integrated into the framework as much arenotoriously difficult to measure. At the end of the day if you have an in-depthperformance indicator which you cant reliably or sensibly measure there’s not a greatdeal of point in having it because it becomes meaningless. That’s the important thingabout these performance indicators because if you’d rather just follow the indicatorswithout meaning then it devalues the use of all of them because people think… ‘waita second.. this is nonsense’. If you have a KPI they’ve got to be smart, and they haveto be valid to what you do. They have to accurately map what you want. They’re notsome nebular thing you want to find out for interest, its.. if these forced markers areincreased, is that what we want to achieve. I think you’ve got the right balance I haveto say.Code name: 02 DDOrganisation: Hampshire County CouncilProfession: Chartered EngineerGender: MYears experience: 22 yearsSeniority: Group Design EngineerKnowledge of frameworks and traditional procurement methods: yes both377
