<strong>Thesis</strong> Keith Gale 201312.5.4 Relevance to the construction industry contextThe case study is set within a public sector environment with examination of projectsrepresenting characteristics of a highways infrastructure class. Although results maybe comparable with projects sharing this technical class and environment (and theserepresent a significant portion of £7 billion annual expenditure identified inparagraph 12.5.3), results from the research are likely to have substantial relevance tothe construction industry generally.All projects contained within this case study have been procured under the NewEngineering Contract 3 rd Edition (NEC3) with organisational structures (Client’sProject Manager, Supervisors, Contractors Representative and the like) reflecting theroles, duties and responsibilities for each party in accordance the contract terms andconditions. This research collates quantitative data from sources through operation ofthe NEC3 making comparison with other contracts of the same form directlyrelevant.The developed procurement performance model provides a holistic approach toimprovement with performance that is particularly relevant to constructionmanagement. Strength of participants views provide transferable behaviours that maybe applied where an underlying factor of duration is present allowing development ofsuch behaviours. Provided sociological drivers are accompanied with operationalmeasures, thereby allowing engagement of participants experienced with contextualplacement, it is proposed that outcomes in performance will improve. Although themodel was specifically developed for framework agreements, as the underlyingfactor is one of duration, the model lends application to long term projectsundertaken within the construction industry generally.12.5.5 Impact of procurement performance model for future projectsThe procurement performance model has been incorporated into second generationframeworks described in paragraph 12.5.3 and therefore effects and resultsexperienced by framework projects examined in this treatise are expected tocontinue. As the model is geared, critical success factors and project successoutcomes are expected to remain at the fore of participants objectives, but thepressure to perform is anticipated to increase.
