Thesis Keith Gale 2013concerning performance examine behaviours (Runeson and Skitmore, 2008,p78).• Public sector containment and regulation provided by statutory controls suchas the Local Government Act 2003, Public Contracts Act 2006 and EUDirective 2004/18/EC of the European Parliament of the Council of 31March 2004. These provide contextual procurement placement, whilst thecase study enclosure follows a public service paradigm of probity andtransparency. (Johnson et al, 2008).• Geographical placement (UK, South East region).11.7 ReplicationReplication in construction management, where participants are examined at aspecific point in time and projects display a unique quality, make precise replicationextremely difficult to achieve (Hair et al, 1998).With this research it would be unrealistic to ask all participants to undertake aquestionnaire and interview process twice in order to confirm results. Participantswould very likely question the process and ‘freshness of data’ with the initial studywould not be captured (Hogg and Vaughan, 2008). Instead a pilot questionnaireprepared for 20 participants is used to gain views of behaviours and these were usedin construction of a performance model (Hoxley, 2008). A more extensivequestionnaire received from 100 participants (including the original 20) was used toprovide factor analysis for qualitative sociological group views. An opportunity togain further depth from participants is provided through semi-structured interviews. The tripartite data collection – pilot, questionnaire, interviews – where results alignprovides confidence to conclusions made with the performance model.Replication of project outcomes and critical success factors are likewise unrealisticbecause although theoretically possible, it is inherently difficult to replicate aconstruction project. Nonetheless, aggregation of groups of projects allows trends tobe detected and provided variables are controlled, a pseudo-laboric approach ofreplication may be assumed (Brinberg and McGrath, 1985). Examination ofoutcomes has been applied to a narrow range of 164 projects where characteristics268
