Thesis Keith Gale 2013A review of responses from those involved in key performance marking has beenundertaken to detect any skewed bias - either in a positive or negative format – fromthose responses supplied through participants who do not mark key performanceindicators. There is no detectable bias between views from those that mark keyperformance indicators to the frameworks and those that do not, from the analysisundertaken.9.6 Questionnaire response results and structure111 questionnaires were issued to the chosen participants with 100 returned, completed and useable responses received. This represents a 90% response ratewhich is a very high and satisfactory result, virtually eliminating ‘non-response’ bias(Parashos et al, 2005) – especially when placed within a case study context. Furtherinvestigation was made to determine the response rate by questioning a number whohad returned questionnaires. The matrix of responses is shown in Table 9.4.Table 9.4: Analysis of responses to the questionnaireResponse areaPercentage of responseHampshire County Council – design area 42Hampshire County Council – supervision area 21Supplier to a framework 26Other 11Total 100Those asked who had returned questionnaires felt a strong desire to give views uponframeworks. A number explained their views by engaging with the currentframeworks studied by this research. 82% of participants had experience of the casestudy frameworks – either through direct involvement or by association and distantknowledge. Many were aware that the current frameworks were around the mid-termlife span and wished to give views regarding a replacement engagement processwhen the framework expires in 2012. All participants questioned felt the researchwas particularly worthwhile, as very little published information is currentlyavailable regarding the research subject.
