For all <strong>the</strong>sereasons, <strong>the</strong> survival rate is used as a safer proxy forlearning outcomes and hence for <strong>the</strong> education qualitycomponent of <strong>the</strong> EDI. 15GenderThe fourth EDI component is measured by a compositeindex, <strong>the</strong> gender-specific <strong>EFA</strong> index (GEI). Ideally, <strong>the</strong> GEIshould reflect <strong>the</strong> whole gender-related Education for Allgoal, which calls for ‘eliminating gender disparities inprimary and secondary education by 2005, and achievinggender equality in education by 2015, with a focus onensuring girls’ full and equal access to and achievementin basic education of good quality’. There are thus twosubgoals: gender parity (achieving equal participationof girls and boys in primary and secondary education)and gender equality (ensuring that educational equalityexists between boys and girls).15. Ano<strong>the</strong>r reason is that survival rates, like <strong>the</strong> o<strong>the</strong>r EDI components,but unlike pupil/teacher ratios, range from 0 to 100%.
