The decline in enrolment is essentially due to a reclassification of programmes.From 2004, it was decided to include children categorized as being aged ‘4 rising 5’in primary education enrolment rather than pre-primary enrolment even if they startedthe school year at the latter level. Such children typically (though not always) startprimary school reception classes in the second or third term of the school year.9.
