• Communicate the budget<br />

instructions. Revise revenue<br />

estimates and organize<br />

information for the <strong>Budget</strong><br />

Review Committee. Assist<br />

departments in completing<br />

<strong>Budget</strong> requests forms.<br />

September<br />

• 72 hour notice for second public<br />

hearing (Open Meeting Notice).<br />

Second public hearing, schedule<br />

and announce meeting to adopt<br />

tax rate 3-14 days from this date.<br />

72 hours notice for meeting at<br />

which governing body to vote on<br />

adopting proposed budget.<br />

Meeting is 3-14 days after second<br />

public hearing. File <strong>Budget</strong><br />

Ordinance with City Secretary's<br />

office.<br />

May<br />

• Mailing of notices of appraised<br />

value to property<br />

owners/taxpayers. Completed<br />

budget forms due back to<br />

finance. Deadline for<br />

submitting appraisal records to<br />

ARB.<br />

• Meeting of governing body to<br />

discuss tax rate, "Notice of Public<br />

Hearing on Tax Increase" (1st<br />

quarter-page notice) published at<br />

least 7 days before public hearing.<br />

72 hours notice for public hearing<br />

(Open Meeting Notice). "Notice of<br />

Voice on Tax Rate" (2nd quarter<br />

page notice) published before<br />

meeting to adopt tax rate. Public<br />

Hearing on the Tax Rate. <strong>Budget</strong><br />

Wrap-Up workshop with governing<br />

body.<br />

August<br />

• Property tax hearings as required by<br />

law, if proposed tax rate will exceed<br />

the rollback rate for 100 percent of the<br />

effective tax rate (whichever is lower),<br />

take records and vote and schedule<br />

public hearing. 72 hours notice for<br />

(Open Meeting Notice). Calculation of<br />

effective and rollback tax rates. Review<br />

Utility <strong>Budget</strong> with Utility Board.<br />

Certification of anticipated collection<br />

rate. Publication of effective and<br />

rollback tax rates, statements &<br />

schedules; submission to governing<br />

body. Present City Manager's budget<br />

recommendation to governing body<br />

• Staff reviews and completes<br />

budget information after<br />

department head meeting<br />
