die Amerikaner spätestens seit 1989 die »undisputed masters of the world«. 29 In
der neokonservativen Richtung ist dieses Verständnis (nicht unbedingt aber immer
der Begriff) hegemonial. Das »Empire« ist für sie das neue legitime und oftmals
nassforsch hingeworfene Codewort geworden, das die Einzigartigkeit der USA
und ihrer Stellung im internationalen System aufruft. »Empire« – das ist funny
(Hanson) und cool. Der Begriff fordert heraus. Er provoziert ganz anders als die
alte Rede von der Supermacht (ein 1944 erfundener Begriff) oder vom Hegemon.
Und er markiert einen im Zweifel ruppigen Sachzwang – Empire ist unvermeidlich:
»Sadly, there are still a few places in the world that must be ruled before they
can be freed«, erklärte Niall Ferguson 2005, und fährt fort: »Sadly, the act of ruling
them will sorely try Americans, who instinctivly begrudge such places the
blood, treasure, and time they consume. Yet saddest of all, there seeems to be not
better alternative available to the United States and to the world«. 30
Einige wenige Vertreter des neokonservativen Feldes allerdings, die nicht selten
als verbal zurückhaltendere Grenzgänger im Regierungsraum operieren oder
vor allem noch zu der ersten Generation des Neokonservatismus gehören – also
etwa die Norman Podhoretz, Nathan Glazer oder William Kristol – lehnen demgegenüber
den Begriff »Empire« zumindest vordergründig ab. So hält Philip Zelikow,
der als indirekter Autor der nationalen Sicherheitsdirektive von 2002 gilt,
den Gebrauch dieses Begriffs für »bösartig« und sieht darin eine politische Polemik,
mit der jede Art von Einflussnahme etikettiert und diskreditiert werde. Unter
»Empire« werde beschrieben »any circumstance where a powerful country exerts
influence over lesser powers, whether direct or indirect, physical, cultural or commercial«,
eine »shallow equation of all sorts of economic and cultural influences
with ›imperialism‹«. But these imperial metaphors, of whatever provenance, do
not enrich our understanding; they impoverish it. They use a metaphor of how to
rule others when the problem is how to persuade and lead them.« Unter Empire
versteht Zelikow demgegenüber das hergebrachte und nach seiner Ansicht auf die
USA in keiner Weise zutreffende Verständnis einer schrankenlosen Durchgriffsdiktatur:
»Real imperial power is sovereign power. Sovereigns rule, and a ruler is
not just the most powerful among diverse interest groups. Sovereignty means a
direct monopoly control over the organization and use of armed might. It means
direct control over the administration of justice and the definition thereof. It means
control over what is bought and sold, the terms of trade and the permission to
trade, to the limit of the ruler's desires and capacities. In the modern, pluralistic
world of the 21 st century, the United States does not have anything like such direct
authority over other countries, nor does it seek it.« 31 Danach wäre allerdings auch
die Verwendung des Begriffs zur Charakterisierung des »britischen«, in mancherlei
