There are no illusions in UNISON that managers in the union have<br />

achieved these value driven goals. As mentioned earlier, managers<br />

have described ways in which management has fallen short of the<br />

ideals which they have been seeking. But people orientated ideals are<br />

frequently articulated in the context of the way in which managers are<br />

seeking to develop the approaches to managing people adopted by<br />

them and their colleagues.<br />
