Strategic planning institution (norms, rules and mechanisms that ensure <strong>the</strong> functioning <strong>of</strong>
strategic planning processes <strong>of</strong> a region);
Productive activities planning institute (norms, rules and mechanisms that ensure <strong>the</strong> tactical and
operational planning <strong>of</strong> region productive activities);
Institution <strong>of</strong> priorities (tactical and operational planning at <strong>the</strong> priority sphere <strong>of</strong> country and
region economic development);
Institution <strong>of</strong> fundamental researches (norms, rules and mechanisms that aimed to generate new
scientific approaches and principals <strong>of</strong> products and technology creating);
Institution <strong>of</strong> applied researches (provides a working-out <strong>of</strong> laboratory technologies, test methods,
production <strong>of</strong> models, industrial designs and non-standard equipment);

mechanisms that search new perspective scientific ideas, which analyzes, selects and evaluates

planning <strong>of</strong> potential channels <strong>of</strong> receipt, transmission and distribution <strong>of</strong> information);
− Institution <strong>of</strong> employment (planning <strong>of</strong> region availability <strong>of</strong> qualified personnel);
− Institution <strong>of</strong> investment planning (<strong>the</strong> aim is prediction <strong>of</strong> <strong>the</strong> most effective distribution <strong>of</strong>
financial resources to region investment projects);
− Institution <strong>of</strong> foreign economic activity (regulation <strong>of</strong> operations <strong>of</strong> international exchange <strong>of</strong>
goods, information, works, services, results <strong>of</strong> intellectual activity and <strong>the</strong> rights to <strong>the</strong>m).
