Some studies showed that in building <strong>the</strong> Smart economy <strong>the</strong> efforts should be concentrated on a
much more balanced distribution <strong>of</strong> resources fostering, on <strong>the</strong> one hand, technical innovation based
on RCD, and, on <strong>the</strong> o<strong>the</strong>r hand, on non-technical innovations that are vital to <strong>the</strong> development <strong>of</strong>
knowledge-intensive services (2010, Preston, Sparviero).
In <strong>the</strong> Smart economy <strong>the</strong> universities require an ever greater concentration <strong>of</strong> <strong>the</strong>ir endeavors to
enable <strong>the</strong> higher education system to reach new levels <strong>of</strong> knowledge acquisition, knowledge
creation, knowledge transfer and sharing, knowledge application and innovation performance.
The Smart economy fosters <strong>the</strong> higher education institutions to unite all <strong>the</strong> efforts within <strong>the</strong>
framework <strong>of</strong> international education networks, consortium, associations as well as <strong>the</strong> integration <strong>of</strong>
science, education and business via technological parks, joint competence centers and o<strong>the</strong>r effective
channels <strong>of</strong> intercommunication.
In this context <strong>the</strong> management <strong>of</strong> academic knowledge in innovative Universities facilitates <strong>the</strong>
intensive and dynamic accumulation and implementation <strong>of</strong> intellectual capital to enhance <strong>the</strong> quality
<strong>of</strong> education research, to support and sustain a scientific and educational content, to develop
academic mobility <strong>of</strong> learners, teachers and researchers.
The adequate management <strong>of</strong> academic knowledge in Universities is indispensable without a sound
innovative infrastructure. The latter meets <strong>the</strong> requirements <strong>of</strong> smart innovation networks by using <strong>the</strong>
new generation <strong>of</strong> ICT, including smart grids.
2. Higher education faces new requirements in <strong>the</strong> Smart economy
The processes <strong>of</strong> creating, capturing, sharing and using knowledge and information are a critical
driver for economic and social development. The abilities <strong>of</strong> firms to open a rapid access to new
knowledge and to adapt it to concrete conditions promote <strong>the</strong>ir competitive advantages in <strong>the</strong> market.
Successful world companies are widely embedding advanced information and communication
technologies in <strong>the</strong>ir production processes including smart grid. IBM company (2009, IBM Business
Value) stands for <strong>the</strong> development <strong>of</strong> “Smarter Planet” based on <strong>the</strong> intelligence approach that
radically changes <strong>the</strong> relationships between an individual person, business and society via enhancing
interconnectedness, efficiency, effectiveness, flexibility and responsiveness (ECKM 2011).
The application <strong>of</strong> new ICT in various spheres <strong>of</strong> human activities engender new phenomenon:
The formation <strong>of</strong> new information culture based on communication in social networking, virtual
communities <strong>of</strong> practice.
The transformation <strong>of</strong> intellectual labor towards it collective and collaborative character.
The setting <strong>of</strong> horizontal flexible organizational structures to effectively realize projects and
processes.
The activities <strong>of</strong> firms as self-organizations in adopting <strong>the</strong>ir strategies to ongoing changes.
These novelties encourage new processes in producing knowledge- intensive goods and
services based on mass collaboration (2008, Tapscott D., Williams A., 2009, Fingar P., 2010,
Xin-jian Gu, Feng Dai, Lu-sha Zhen,Wei Zhang, Qiu-hao Yang,Ye Zhang, Chen-yong Du.).
The idea <strong>of</strong> collaborative editing in Internet captures people’s mind all over <strong>the</strong> world and provides
<strong>the</strong> realization <strong>of</strong> <strong>the</strong> following principles in new economic environment:
openness <strong>of</strong> companies to external ideas and human resources, open door to each talent from
various areas <strong>of</strong> <strong>the</strong> world;
peer production, self-organization <strong>of</strong> people into communities for creating new products and
services, collaborative knowledge, exchange <strong>of</strong> best practices;
provision <strong>of</strong> access to knowledge, <strong>the</strong> distribution <strong>of</strong> knowledge among <strong>the</strong> creators <strong>of</strong> knowledge,
exchange <strong>of</strong> best practices;
