Infrastructure <strong>of</strong> Innovative Universities Based on ICT and
KM for Building Smart Economy

Abstract: At present <strong>the</strong> world community faces <strong>the</strong> challenge <strong>of</strong> building <strong>the</strong> Smart economy. It is well
recognized that <strong>the</strong> economic progress comes from increased productivity, innovation, competitiveness,
economic renewal and creativity <strong>of</strong> <strong>the</strong> workforce. The goal <strong>of</strong> <strong>the</strong> smart economy is to restore and retain a
sustainable economic growth after a depressing crises, to provide a high-quality education system, to promote
innovative business environment, to ensure high productivity, to translate knowledge creation into economic
return. In this context innovative universities aim at training knowledge workers, forming <strong>the</strong> competences <strong>of</strong>
learners in line with <strong>the</strong> requirement <strong>of</strong> modern labor market in <strong>the</strong> Smart economy. The graduates face <strong>the</strong>
challenge to generate new ideas and to work in <strong>the</strong> knowledge- intensive industries that supply advanced ICT
devices, systems and networks. The universities in <strong>the</strong> smart economy need to transform <strong>the</strong> infrastructure to
meet <strong>the</strong> challenges. The paper presents <strong>the</strong> innovative infrastructure that facilitates a more full perception <strong>of</strong>
new knowledge, interoperability between internal and external knowledge, a high degree <strong>of</strong> knowledge and
innovation in universities.

1. Introduction
Nowadays in <strong>the</strong> Smart economy innovation and creation <strong>of</strong> new knowledge is recognized as key
enablers for enhancing competitive advantages at <strong>the</strong> individual and organizational levels. The Smart
economy implies high productivity, forward-looking investments in research and development,
intelligent infrastructure, widespread adoption <strong>of</strong> advanced technology, highly educated and skilled
workforce, high-quality business and living environment, production <strong>of</strong> knowledge- intensive goods
and services, <strong>the</strong> development <strong>of</strong> a green technology sector.
The key feature <strong>of</strong> <strong>the</strong> Smart economy is building an innovation component to transform valuable
ideas into new processes, products and services. The Smart economy can be developed by raising
labor productivity, incentivizing innovation investments and commercialization, promoting business,
cultural and social environment (2008, Building Ireland’s Smart Economy). The progress <strong>of</strong> <strong>the</strong> Smart
economy depends upon mutual reinforcing <strong>the</strong> human, physical and social capital. The human capital
captures explicit and implicit knowledge, pr<strong>of</strong>essional skills and creativity <strong>of</strong> people, generates new
ideas, new knowledge and innovation. The physical capital is a stock <strong>of</strong> infrastructure used to produce
new goods and services. The social capital embraces <strong>the</strong> networks, connections, shared values and
behaviors <strong>of</strong> <strong>the</strong> people to contribute to <strong>the</strong> cohesiveness <strong>of</strong> society to promote social environment.
In Europe a renewed Lisbon Strategy suggests guiding principles for economic policy coordination
based on a sustainable growth model and environmentally- and energy-efficient industrial base (2010,
Europe 2020). The research endeavors look forward to implement innovative technologies and to
carry out <strong>the</strong> market integration <strong>of</strong> technologies which is essential for <strong>the</strong> reorganization <strong>of</strong> Europe as
a business location.
The Smart economy can be built by:
• investing in human and intellectual capital;
stimulating innovations and commercialization <strong>of</strong> research outcomes;
implementing technologies <strong>of</strong> new generation and networks;
developing green economy;
enhancing <strong>the</strong> public sector performance;
